What the law requires

Five core EAA obligations in plain English.

1

Accessible website & mobile apps

All digital products and services must meet EN 301 549 / WCAG 2.1 AA — keyboard navigation, alt text, captions, and contrast.

2

Published accessibility statement

A public statement on your website declaring which standards you meet, what barriers remain, and your remediation timeline.

3

User feedback mechanism

Visitors must be able to report accessibility barriers. You must acknowledge and respond within 30 days.

4

Accessible documents

PDFs, spreadsheets, and forms available to customers must be tagged and readable by screen readers.

5

Ongoing monitoring & updates

Compliance is not a one-time audit. Every product release, CMS update, or new content must maintain accessibility.

Common questions about EAA compliance

When did the EAA come into force?

June 28, 2025. Enforcement is now active across EU member states. France and Germany have already issued formal notices to non-compliant businesses.

My business is outside the EU. Do I still have to comply?

Yes, if you sell digital products or services to customers in the EU. The EAA applies based on where your customers are, not where your company is incorporated.

What are the fines for non-compliance?

Fines vary by member state: Germany up to €100,000 per violation, France €5,000–€250,000 for repeat violations, other states €5,000–€100,000. Enforcement typically starts with a remediation order before escalating to fines.

Does the EAA apply to my SaaS product?

If your SaaS serves EU customers and your company has 10+ employees or €2M+ revenue, yes. B2B software platforms are explicitly included under the EAA's definition of digital services.

What is EN 301 549 and how does it relate to WCAG 2.1?

EN 301 549 is the EU technical standard for ICT accessibility. For websites and web apps, it maps directly to WCAG 2.1 Level AA. Passing WCAG 2.1 AA is the core requirement for EAA website compliance.
